A very warm welcome to the website of our Committee on Professional Development of Teachers and Principals (COTAP).
COTAP is an advisory body which advises the Government on policies, practices and measures relating to the professional development of the teaching profession at different stages of professional growth.
We trust that a professional teaching force can effectively facilitate school development and provide quality education to our students. We earnestly look forward to working closely with all our stakeholders to contribute to this meaningful cause.
This website provides the latest information about the work of COTAP. You will also be able to find information on various teachers' professional development activities, as well as other related documents and useful links. We welcome your views and suggestions on COTAP's work or the content of this website. We would much appreciate it if these could be sent to the COTAP Secretariat for our continuous improvement.
What's New
T-excel@hk
To take forward COTAP's vision, mission, objectives and strategies, COTAP has launched an overarching project, T-excel@hk, which symbolises a teaching profession of excellence in Hong Kong with "T" standing for the teaching profession as a whole, including both teachers and school leaders. Eight areas of focus are being planned under T-excel@hk, and they will be prioritised and implemented in phases.

In the very centre of the T-standard+ is All-round Development and Lifelong Learning, which has always been the overarching aim of Hong Kong education. Steering towards this direction, the ultimate goal of T-standard+ is to “Nurture Learners Today and Leaders Tomorrow”, through developing the three essential attributes of students mentioned above.

The Framework portrays the three professional roles of teachers and principals, with supporting statements defining the visions and missions under each role.
The Stage Descriptors under each role portray teachers’/ principals’ beliefs and actions at different stages of their professional growth.
The stages, however, do not necessarily correspond to the number of years of experience in the teaching profession. A teacher or principal can be at different stages of their professional growth in different areas of a role. One can be "Distinguished" in promoting all-round education in school, "Competent" in building rapport with stakeholders and at "Threshold" level in the grasp of educational policies.

T-standard+ is a set of expectation and goals. It serves as a reference tool for the teaching profession and its supporting partners.
For teachers and principals, it enables them to reflect on their professional growth and identify their professional development needs.
For schools, it facilitates the delivery of their responsibility in promoting the professional learning of their teaching staff.
For providers of teacher education and CPD programmes, it serves as a direction for reference in the provision of professional development opportunities.
For educators, it serves as a common language for professional dialogues within and outside the education arena.
For the community, it presents an image of the teaching profession and its contribution to the society, which deserves appreciation and support by all members of the society.
For the international community, it tells the story of the teaching profession of Hong Kong.
T-standard+ is here to encourage all who are on the professional journey of education.
